If the surface is still smooth and the problem is only staining or a white calcium band, an acid wash or a bead blast costs a fraction of a resurface and buys you two or three more years.
And if you can schedule it, don't resurface in July. Plaster cures too fast in a 100-degree afternoon and the crew is fighting the weather instead of the trowel. Spring and autumn give you a better finish for the same money.
